You must perform the best work that results, and when in place there are some weak points/limitations among those who have taken and accepted the role, your (probably a) poor leadership is likely to be the reason. In those times when you have strong leaders, the first must take the responsibility with every failure, not just that of leading the minority but also of going weak towards the leadership’s lowest point.
