Two keynote lectures were given at the II UCD, the International Conference of Industrial Hygiene and Biodefense. The whole subject of control problems is of both conceptual and scientific origin. For several years, the basic idea, however, of new control methods, such as time delay and external delay, has made relatively less sense.
