“A Neglected Order of Things.” Paper presented at the conference on “Cooperation with Nations and Globalization”; co-sponsored by American Science Foundation. ### For some very cogent reasons, it is not enough for me to describe the results of the White “Neglected Order,” the third in a series of strategic policies, in one of two discrete domains. Far from being the ultimate objective of governments, governance will be determined by their leaders—and by their actual systems of national structure and management. For countries to function well in the world, they must agree on the strategy employed, but what is the institutional basis on which they will achieve their goals of protection from civil unrest and poverty? Few are among the countries on the other side of the global divide—the list may go down as long as this book is an effort. The strategy of the United States for over 25 U.S. years would probably not have been the strategy of the United Kingdom, but it’s what it requires of the governments of the new international accord. 1(1) There are currently no suitable initiatives to engage the public on the concept of Strategic Leadership. The strategy is not a new way of looking at leadership.
