Harvest City The Intelligent Procurement System Project The Intelligent Procurement System Project (IPPS) is a decentralized project in and of the South East India that is also under the Planning and Implementation Authority of the Republic of India in the North East India Regional Plan after the formation of the Institute of South East India (ISIP) in 2001.
