Peninsula Community Foundation The Peninsula Community Foundation (PCF), also known as the Peninsula Community Foundation (McFarlane Institute) or the Peninsula Council for the Prevention of Neglected Crime Fund, is the federal-state affiliate of the Peninsula Republican Alliance.
