The New Carolina Initiative (NewCitizens in Action) The Climate Council (CCA) was established by the NewCitizens in Action Act to improve the climate of what they call our poor communities. The CCA brings together the communities in New Carolina by working together to address their pollution, climate change, and past and present needs.
